The people of Washington deserve better than we’ve received from the incumbent Insurance Commissioner. We need a regulator who will hold the insurance industry accountable, without the party politics and elites of Olympia calling the shots.

That’s why I am running as a non-partisan for the office that oversees an industry that takes more money out of your pocket than any other. When you add it all up insurance premiums amount to over $15,000 for every Washingtonian.

Unlike my opponent, I have professional credentials (MBA in Finance and past insurance and securities licenses) plus the occupational experience (ran a payroll and employee benefits business) to do the job. My record on the issues of health insurer surpluses and rates, credit scoring in underwriting, and unreasonable fees to consultants is clear.

Elect me and $1.4 billion in excess premiums will be refunded to health insurance customers. Credit scoring will be stopped. Fackler believes if you are overcharged by your health insurer you should get the money back not the state as a new law now requires.

Re-elect my opponent and you will continue to be ripped-off.

Not for profit health insurers have reserves of approximate two months claims and than on top of that they have total adjusted capital. Total adjusted capital is surplus. Historically surplus has been two months claims. As you can see the Washington State insurers have increased at a much faster rate than Oregon

For real comparisons you need to look at surplus per member. This takes into account if an organization is losing or gaining members. The surplus per member should increase no faster than medical inflation. Again compare Regence of Washington to Regence of Oregon . The national average is $500.

These charts show an ever increasing revenue per member, much faster than the rate of medical inflation in the State of Washington. In the retail world this would be sales per customer. I know of no other industry in the state with this growth rate.

These charts show claims per member. These insurers have a much higher rate of claims increase than the medical inflation rate and twice the rate of the state employees self funded plan. As commissioner, I will find out why these companies have been mismanaging claims.

Finacial Profiles

These profiles compare our states three largest health insures to Regence of Oregon and Blue Cross of Michigan. The information to note is the Three Year Asset Trend and Medical Loss Ratio. Medical Loss ratio means for every dollar in premium how much goes to pay claims. Note that Washington State  two Blues pay 10 percentage pionts less than the Michigan company. Why is that? Answer:  That is how they raise surplus.

Fackler Files for Insurance Commissioner

Small business advocate Curtis Fackler has filed for Washington State Insurance Commissioner as a non partisan. Curtis believes that it is time we take the partisanship out of the commissioner’s office and cure the health insurance mess in the state. The last four years has seen the three largest health insures in the State of Washington lose over 300,000 members while at the same time increasing their surplus by over one billion dollars. These organizations are not for profit and Curtis believes this surplus belongs to the policyholders.

Curtis was first insurance license in 1986 and last year was named the Washington State Small Business Champion by the National Federation of Independent Business. He has testified against using credit scoring for insurance underwriting and believes there should not be taxes on health insurance premiums.

For NFIB/Washington, Fackler is a Leadership Council member, a member of its Political Action Committee, and the chairman of its education committee, as well as a Leadership Council member leader of its Spokane Area Action Council. He also has attended the past three NFIB National Small-Business Summits. His commitment to his community runs deep. He is the Washington Department of Labor & Industries' small-business representative for its Center for Occupation, Health & Education (COHE) and a past member of the Health Care Committee of the Spokane Chamber of Commerce. He has been a Boy Scout Master, foster parent, and still remains active as a parent volunteer for Spokane schools and a treasurer for the Boys & Girls Club of Spokane County. He also served as an election observer for the county. When not contributing to his community, Fackler is at work for his nation, serving as a board member for the Selective Service System of the U.S. Department of Defense.

Curtis spent eight years as a Captain in the Air Force as a B-52 navigator and holds a MBA in Finance and a bachelor degree in Marketing.
